The Construction Unit is responsible for establishing policies and procedures and providing oversight to the contract construction program. The primary purpose of the Construction Unit is theoverall administration of all contract construction projects and to serve as a consultant to the other NCDOT units, branches, and industry partners on all matters pertaining to construction. The staff of the Construction Unit provides administrative support and technical assistance to the 14 Divisions to ensure our construction program is administered appropriately statewide. The Construction Unit is responsible for the overall administration of all contract construction projects and serves as a consultant to the other NCDOT units, branches and industry partners on all matters pertaining to construction. The primary purpose of this position is to promote uniform construction and contract administration practices statewide and is a primary resource for all issues related to contract construction activities for the Division of Highways. This position is responsible for development, implementation and monitoring of policies and procedures for construction personnel in order to provide a uniform, consistent, and fair system for administering contracts. The employee monitors monthly project progress to ensure Contractors maintain positive progress on contract construction projects. The position develops standard special provisions for contract construction projects to improve, update, or modify existing specifications. The position provides constructability feedback and guidance to design engineers. This position responds to the public by letter, telephone, email, or in person on inquiries concerning contract construction projects. This position is responsible for the supervision of Area Construction Engineers covering the eastern region of the state, who serve as technical experts in solving construction problems, resolving contractual disputes, providing training to construction engineers and technicians statewide, and ensuring quality projects are completed in a timely manner and within budget. This position serves as the Assistant State Construction Engineer for the Eastern Region. Must have the ability to make high level project and program decisions without undue delay. Must have an in-depth knowledge of State and Federal procedures and regulations; and the ability to effectively communicate, both verbally and in writing, with a broad spectrum of customers including design engineers, construction personnel and the public. Must be able to establish and maintain effective working relationships with internal and external personnel; and have excellent verbal and written communication skills to effectively resolve potential construction issues, and accurately develop contracts for complex projects. Must be able to effectively, precisely and accurately develop technical documents, and review complex design submittals for compliance with contractual requirements and NCDOT policies and procedures. Must be able to effectively train, supervise and motivate a diverse engineering staff.
