The Opportunity WSDOT is currently seeking an Assistant State Construction Engineer (WMS3) to play a pivotal role in overseeing construction projects across multiple regions. You will have the responsibility for providing technical expertise to regional engineers for construction contracts and maintaining and evolving policies and procedures related to construction. You will also be responsible for providing approvals to contract changes, monitoring, and advising on proposed legislation, and representing the department with regards to contract administration with other state agencies, local agencies, FHWA, and the heavy highway construction industry. The position affords you the opportunity to work amongst and collaborate with the most experienced construction contract administrators in the State. This position is based out of Olympia, but the successful candidate will be afforded excellent flexibility in both telework options and flexible work schedules. Your professional acquaintances in both the agency and the broader design and construction industry will be an asset for you as you engage in the collaborative efforts of this position. You will be able to build on your established professional relationships in the highway and heavy construction industry and broaden your network to a statewide perspective. There are opportunities for regional and/or national level engagement in a variety of subject matter issues. What to Expect Among the varied range of responsibilities held within this role, the Assistant State Construction Engineer will: Maintain communication with the industry to assess specification effectiveness and implement changes. Develop new and revised specifications, policies, and procedures. Disseminate specifications and policies to statewide offices. Monitor and oversee activities in assigned field offices and regions. Provide indirect support as a backup to peer-level managers. Approve/disapprove change orders beyond regional authority. Offer troubleshooting services and expert engineering assistance. Coordinate construction support resources. Aid in resolving contract disputes and formal claims. Maintains communication with industry to assess specification effectiveness and implements new products/materials/research to ensure WSDOT remains a leader in construction. Serve as an active member of WSDOT/industry teams (e.g., Associated General Contractors, Washington Asphalt Paving Association, etc.) creating rewarding partnerships with contractors throughout the State of Washington. Assist with SVBE/MWBE and DBE program compliance. Qualifications To be considered for this opportunity, the following are required: Bachelor of Science in Civil Engineering or a related engineering, construction management, or geotechnical field OR Engineer in training (EIT) certificate and four (4) years of Professional Engineer experience. Minimum of four (4) years of combined experience as an Assistant Project Engineer/Project Engineer, with a minimum of two (2) years as a Project Engineer or equivalent experience in the highway/heavy civil construction industry as a project manager, resident engineer, or principal engineer. Professional Engineer License in Civil Engineering for Washington State. Ability to regularly travel within the state with some overnight stays, as well as occasional out-of-state travel. Ability to traverse uneven terrain. Ability to work in environments with high levels of traffic, noise, heights, and confined spaces. Ability to work occasional nights and/or weekends is required. It is preferred that qualified candidates also have the following: WSDOT design process, construction support resources, environmental permits, cultural resources process, maintenance and traffic operations, and Legislative process. Issue guidance and make determinations on the interpretation of contract documents. Coach, mentor, and develop department employees and contractor managers and employees. Advise region construction personnel and other WSDOT personnel on construction engineering and claims issues. Prepare effective presentations.
