Overview The Orange County Capital Projects Division is looking for a qualified candidate to perform construction administration services for over 300 projects and assessments that are being managed by the Division and are spread out across Orange County. Support and work with twelve Project Managers. This work will include working closely in the e-Builder construction software assisting the Manager and the Project Managers with the construction processes. Provide assistance and recommend process improvements for processes including project initiation, submission of RFP's and IFB's to Procurement for solicitation, monthly report updates, management of purchase orders, direct orders, check requests and fund to fund transfers, managing budget changes, processing change orders, approving invoices, reducing retainage, submission of 90% construction documents to Procurement and Business Development for review, tracking the procurement process for solicitations including the Procurement Plan, RFI's and contract negotiations, reference checks for IFB's and RFP's, construction schedule updates, and the creation of forms. Maintain the databases and dependencies, changing the affected divisions, project manager, status, etc. for a project, adding new vendor/company, addresses, and clients to the system, update lookup information based on changing Organizational structures, manage process flow changes such as workflow overrides due to user mistakes, and delete processes. Make recommendations for improvements and attend e-Builder Webinars to learn how other construction professionals are using technology to make process improvements. Representative Duties Manages the activities of large construction projects, to include planning, developing, implementing, monitoring, and ensuring successful completion through the efficient use of resource. Directs the review of project reports, engineering plans, construction specifications, and contract documents. Develops and monitors contract allocations including approval of scope, schedule, budgets, and expenditures. Provides leadership and supervision in assisting with day-to-day management of division, coordinating with project managers, overseeing project coordinators, administrative, technical and contracted staff. Acts as a Manager in their absence. Ensures that CIP's relative to new facilities and renovations of existing buildings of the County Government are completed as contracted and as desired, to include design quality control, expeditious sequencing, contract administration, construction quality control, compliance with applicable codes and regulations, etc. Understands project cost estimating for budget and CIP preparation and review execution cost. Mitigates and resolves disputes between end users, design consultants and contractors arising from the performance of the work as described in the contract documents. Interprets plans and specifications as needed. Makes visits to work sites to monitor progress and quality of construction. Builds teams of design professionals, contractors and end users for the effective management and delivery of Capital Improvement Projects to include attending coordination meetings and working with clients. Performs other related duties as assigned. Minimum Qualifications Bachelor's degree from an accredited institution and five (5) years of construction project management and/or construction owner's representative experience, to include three (3) years of supervisory or lead experience. In lieu of the degree requirements additional relevant experience may be substituted on a year for year experience. Preferences Experience with e-Builder.
