SUMMARY: The Assistant Foreman is responsible for the day-to-day operations and flow of work in the Central Garage of the Public Works Department, which is responsible for maintenance of all vehicles and heavy and light equipment used in the building and maintenance of county roads and bridges. The employee is required to be on duty before, during, and after natural disasters and emergencies, as directed by the supervisor. ESSENTIAL DUTIES AND RESPONSIBILITIES: include the following: Oversees shop operations by making work assignments for all shop personnel. Determines work priorities and assigns appropriate personnel to tasks. Oversees employee schedules and approves leave requests. Enforces work standards, technical and mechanical requirements, and work rules. Utilizes progressive discipline measures when necessary. Orients new shop employees and recommends appropriate training for them. Acts as a resource to shop staff and may perform some repairs themselves. In the absence of the Foreman, the Assistant Foreman may purchase parts, supplies, and equipment in accordance with County rules and state law. May issue purchase orders, prepare bid sheets, acquire bids from vendors, and otherwise coordinate with the County Purchasing Agent. Assists the Central Garage Foreman in writing specifications for new equipment and vehicles to be purchased. Assists with the process for auctioning vehicles and equipment. Assists the Foreman in implementing the department's safety policies. Performs such other duties as may be assigned. SUPERVISORY RESPONSIBILITIES: Directly supervises Mechanics, Assistant Mechanics, Tire Technicians and Welders. Responsibilities include interviewing and making hiring recommendations; training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems. QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE: High school diploma or general education degree (GED). Four (4) years of vehicle maintenance experience. Any equivalent combination of experience and training which provides the required knowledge, skills and abilities, may be considered for current Nueces County employees only. LANGUAGE SKILLS: Ability to read and comprehend simple instructions, short correspondence, and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization. MATHEMATICAL SKILLS: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent. REASONING ABILITY: Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations. CERTIFICATES, LICENSES, REGISTRATIONS: Preferred Class A Texas Driver's License but will accept Class B Texas Drivers License with intent to obtain a Class A Texas Drivers License within 6 months. OTHER SKILLS AND ABILITIES: Knowledge of standard practices, methods and skills in the use and care of tools, equipment and materials of vehicle maintenance. Knowledge of purchasing and of hazards and safety precautions. Ability to supervise and motivate vehicle and equipment maintenance personnel. Ability to apply knowledge of repair techniques and mechanical principles to locate and diagnose defective mechanical operations. Ability to establish and maintain effective working relationships with other county employees, officials and the public. Must have a good background in vehicle and heavy equipment parts and mechanics.
