Duties As a AMMUNITION INSPECTOR (TITLE 32) with the Texas Army National Guard, your duties will include, but will not be limited to: Conducts pre-issue inspection of ammunition items prior to issue. Checks each item for restrictions or suspensions. Inspects vehicles, equipment, and storage areas relating to the safety and security of Ammunition and Explosives (A&E). Advises using units on the proper procedures for completion of documentation for issue and turn-in of ammunition and residue. Performs receipt inspections on all ammunition and components turned in by using units. Assists in the inspection and classification of ammunition throughout the state. Provides input regarding causes of ammunition un-serviceability and takes appropriate action when ammunition deterioration is found to be other than "fair wear and tear". Inspects small arms ammunition to ensure segregation of ball and blank ammunition. Supports inspections on all A&E residue returned to the ammunition residue yard. Certifies ammunition residue as explosive free. Initiates documentation for disposition of residue. Enforces safety regulations and is familiar with information regarding safety considerations. Possesses knowledge of the safe methods of performing different types of ammunition and explosive operations, (demilitarization, renovations, shipping, receiving, testing, inspection and storage). Inspects ammunition, performs maintenance, care, preservation, shipping and storage operations, assuring compliance with Standard Operating Procedures (SOPs), safety regulations, drawings, etc. during operations. Conducts visual, mechanical, functional, static or dimensional tests as required. Uses and maintains test equipment including calibration equipment. Sets up and operates specialized Ammunition Peculiar Equipment (APE). Validates material to assure compatibility of explosive items. Spot checks ammunition accountability, and stock accounting procedures. Participates in required quarterly inventories. Conducts causative research by identifying material with lost identifications or found on post through verification inspection. Researches through data bases to identify lots and dates of arrival. Conducts compliance inspections on units at an Ammunition Holding Area (AHA), individual unit field AHAs and at unit locations if required. Monitors ammunition and explosive related operations at firing sites and demilitarization areas for adherence to regulations and procedures concerning explosives, compatibility, quantity distance, explosive and personnel limits, transportation and utilization of protective equipment. Inspects ammunition and components using appropriate Ammunition Surveillance Procedures. Performs Assists inspections of ammunition storage structures to assure safe storage, compatibility, explosive limits, identify structural deterioration and inventory and security practices. Responsible for the requirements of all ammunition management documentation. Researches, analyzes, and completes the proper and required documentation of ammunition transfer records, surveillance records, ammunition condition reports, quality deficiency reports, magazine data cards and numerous other documentation, and/or reports. Initiates and maintains inspection reports, publications, and files. Verifies all services' suspension and restriction notices. Records inspection results to the Depot Surveillance Record (DSR) in the Munitions History Program (MHP). Assists in gathering information for the preliminary malfunction report noting all facts pertinent to this malfunction. Confers with Quality Assurance Specialist Ammunition Surveillance (QASAS), Ammunition Officer, or other experts to arrive at probable cause for the malfunction and makes recommendation on suspense action. Exhibits an in-depth knowledge of ammunition administrative procedures as outlined in Department of the Army (DA) regulations, pamphlets, and other applicable regulations. Researches and analyzes, maintain, technical manuals, drawings, and specifications to ensure assigned procedures are applicable to specific items. Participates in the development, revision and/or update of SOPs, as required. Assists in the National Level Ammunition Capability (NLAC) resupply and excess management process as required. Receives shipments of all types of ammunition. Inspects conveyances carrying incoming/outgoing ammunition for damage, proper lot numbers, compatibility of contents, and compliance with directives and regulations. Performs damage-in-transit inspection. General knowledge of ammunition processes, regulations, and inspection requirements. Develops technical expertise through schooling, technical publications and personal experience of ammunition processes, regulations and inspection requirements. Assists with inspections and audits. Knowledge of basic computer programs. Ability to utilize computer skills in the research of munitions. Performs other duties as assigned. Requirements Conditions of Employment Appointment Factor(s): This is a Title 32 Excepted Service position that requires active membership in a military assignment in the Texas National Guard and wear of the military uniform. Areas of Consideration: In-State/TX. This includes: All currently employed T32/T5 full-time permanent, indefinite and temporary personnel of the Texas Army/Air National Guard, and All current members of the Texas Army/Air National Guard. Incentives: Acceptance of a military Federal technician position may result in termination and / or repayment of military incentives. Remarks: This is an Indefinite position, which may convert to Permanent at a future date without requiring further competition. On-Board employees will be offered a temporary promotion not to exceed 1 year, extendable up to two years total, which may convert to Permanent at a future date, or choose to convert to Indefinite, which may convert to Permanent at a future date. Incumbent must be cleared IAW requirements of AR 190-11 (Physical Security of Arms, Ammunition, and Explosives) and must pass a local and national law enforcement files check. Incumbent must meet the requirements of DA PAM 385-64, other applicable regulations, as well as validation by the ammunition and explosives safety certification board. Must complete a Training and Certification Program for personnel working in ammunition operations. Incumbent must possess and maintain a current state driver's license. Must perform TDY in conjunction with duties. Must be able to obtain and maintain a Secret security clearance within 1 year of employment/appointment. This position is subject to the Lautenberg amendment to the gun control act of 1968 which makes it a felony for anyone who has been convicted of a misdemeanor crime of domestic violence to ship, transport, possess, or receive firearms or ammunition. Civilian personnel of the Department of the Defense are not exempt from this provision. Therefore, as a condition of employment, selectee will be required to sign a form acknowledging understanding of this provision. Must be certified in Hazardous Waste Site Personnel (29 CFR1910.120). Physical required. May be required to successfully complete a probationary period. Texas National Guard membership is required. This Job announcement will remain open for 1 year or until filled. Minimum Requirements: WG - Experience or training which demonstrates the ability to use and maintain tools and equipment associated with the type of work to be done, and to understand and follow oral and written instructions. Experience which demonstrates the knowledge of and the ability to apply safety standards. SPECIALIZED EXPERIENCE: To qualify at the WG-09 grade level, your resume must include relevant experience with beginning and ending dates of employment experience reflecting the following: Experience or training which demonstrates knowledge of various codes of federal regulations (i.e., Department of Transportation and Occupational Safety and Health Association). Ability to respond to unforeseen or emergency situations and be able to make immediate responses to emergency situations, determine the correct course of action to mitigate the problem. Knowledge of ammunition/explosives technical references, procedures and policies, materials handling equipment, and lifting gear, rail, and truck characteristics/capabilities. Ability to interpret and apply load drawings technical inspections procedures, publications, specifications, and technical drawings pertaining to ammunition/explosives. Ability to research, interpret and apply all technical information necessary to inspect each specific ammunition and explosive item, component, and specialized packing material. Ability to read and comprehend technical orders, technical manuals, schematics, blueprints, and drawings, as well as communicate orally and in writing to brief and provide training. Knowledge of the safety precautions and procedures necessary to be taken with the variety of ammunition and explosives worked on. Knowledge of detonation and burning methods and procedures for the destruction of ammunition and explosives. Knowledge of product specifications, standards, and associated requirements for preservation, packing, shipping, and storage to ensure product quality, safety, and protection of the environment. Ability to recognize the various munitions and explosives to apply the proper procedure for inspecting.
