Duties THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION The primary purpose of the AIRMAN AND FAMILY READINESS SPECIALIST, GS-0301-11, is to serve as the family readiness and support services representative at an ANG Wing and coordinate concurrently with the Force Support Squadron Commander/Human Resources Officer (Director of Personnel (DP at each wing, Joint Force Headquarters - State (JFHQ-ST) Family Program Director, NGB Family Programs Office, and US Air Force/Major Command (MAJCOM) Family Readiness Directors. The incumbent analyzes current family support offered through the Office of Secretary of Defense (OSD), Service and State programs, identifies shortfalls, and develops, manages, and monitors programs in support of Wing Families. Additionally, incumbent provides guidance to the Wing leadership in the development and implementation of a family readiness and support program and provides family readiness assistance at the geographically separated unit(s) (GSU). Provides continuous analysis of the effectiveness and efficiency of the products and services by gathering, interpreting, analyzing, and staying abreast of the principles, policies, program goals and methodology of the USAF and National Guard quality of life programs. Develops solutions to issues, and develops and provides recommendations to senior leadership which impact substantially on the manner in which the family programs are carried out and to the implementation of program improvements identified. Analyzes Wing/GSU family readiness and support budget functions and provide recommendations to resolve existing or forecasted shortages. Assesses, identifies, and determines Wing/GSU family issues, trends, needs, program priorities, and program effectiveness through utilization of appropriate research methods and resources. Analyzes ongoing family Wing/GSU services evaluation program and provides recommendations to resolve problems of overlap, duplication or conflict and to ensure effective goals and objectives are accomplished. Develops and prepares a variety of correspondence and other documentation i.e. formal letters, position papers, reports, briefings, charts, bullet background papers, etc. Develops and presents information for seminars, conferences, and orientation workshops as appropriate for service members, family members and volunteers. Conducts briefings and training for family members and volunteers. Attends conferences, workshops, and meetings on quality of life family readiness, transition, and other support issues for purpose of receiving information as directed. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Balances workload and provides advice, guidance, and direction on a wide range of policy, investigative, inspection/exercise, strategic planning, and administrative issues. The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force. Qualifications AIRMAN AND FAMILY READINESS SPECIALIST, GS-0301-11: Must have at least one year of specialized experience, equivalent to at least the GS-09 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations; Experience managing the coordination and accomplishment of the planning, scope, development, design and direction of the family readiness and support programs; Experience providing guidance to the ANG Wing leadership in the development and implementation of a family readiness and support programs; Experience conducting projects and studies using a variety of analytical techniques in order to document needs and concerns in regards to family readiness and well being.
