Duties Conducts Airfield Management activities in support of flying missions, ensuring that airfield management services provided complies with legal and regulatory requirement and customer needs: Ensures airfield management operation policies are followed to ensure that flying mission and/or flight safety is not compromised. Establishes performance standards, procedures, and work priorities for Airfield Management Operations. Plans and develops the Airfield Management Training Program to ensure assigned personnel are qualified for position and ensure proficient to support the base flying missions in both peacetime operations and wartime readiness. Represents Airfield Management with a variety of installation and functional area organizations. The incumbent is subject to random testing for drug use. Must have or had experience with the Electronic Air Force Training Records system to effectively develop, administer and manage the Airfield Management training program. Must be able to complete and maintain certification to operate a vehicle on the airfield, to include meeting all color vision testing requirements, in order to operate a vehicle in the Controlled Movement Area. The ability to use wildlife control devices, including firearms, as well as any other necessary equipment. Disclosure of Political Appointments Work may occasionally require travel away from the normal duty station on military or commercial aircraft. May be required to participate in Operational Readiness Exercises and Major Accident Response Exercises. Work requires incumbent to go outside in all types of weather conditions to inspect the airfield. Travel and Relocation expenses will NOT be paid. Qualifications (Conditions of Employment Continued) Must have or have had at least 3 years experience in Airfield Management (1 of the 3 years must be working in an Airfield Management facility at the 1C771 level). Trained, certified and maintain proficiency on all subject matter required for training. Completion of the Advanced Airfield Manager Course E3AZR1CRC is highly recommended. Must have or have possessed United States Air Force Non-Commissioned Officer In Charge, Airfield Management Operations certification or have civilian equivalent education (Federal Aviation Administration or American Association of Airport Executives) and supervisory experience executing Airfield Management duties that correlate to tasks in the Non-Commissioned Officer In Charge, Airfield Management Operations and Training Performance Certification Guide and duties described in AFI 13-204v3. Possess the knowledge, skills, and abilities to effectively inspect the airfield environment for safety and compliance with established Air Force, Federal Aviation Administration, International Civil Aviation Organization or North Atlantic Treaty Organization airfield planning and design criteria. This position is designated as a KEY POSITION IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Employee must sign DD Form 2760, Qualification to Possess Firearms or Ammunition. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series 2150. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; thorough knowledge of a wide range of federal and agency airfield management and flight planning principles, practices, procedures, and regulations applicable to airfield management responsibilities on a military installation and the relationship of these activities to the air traffic system. The work requires skill in applying this knowledge to identify training requirements necessary for all airfield management staff and to analyze and resolve airfield management training issues or problems; a practical knowledge of established airfield management operations, practices, and policies to plan and develop a training program to administer and oversee training requirements of Airfield Management staff; ability to establish performance standards, procedures, and work priorities. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills and abilities necessary to do the work of the position; education must have major field study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify as long as the computed percentage of the requirements is atleast 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of DoD, Air Force, Federal Aviation Administration and International Civil Aviation rules, laws, regulations, instructions and directives as they pertain to airfield planning/design criteria, airfield lighting systems and aircraft/airfield management operations. Broad knowledge of safety and security regulations, instructions, practices and procedures. Ability to plan, organize and direct a training program. Ability to communicate effectively, both orally and in writing. Ability to identify, analyze and translate complex information, make appropriate judgments and evaluate options concerning Airfield Management operations training programs. Ability to act decisively in emergency situations. Knowledge of education theories, principals, procedures, and practices and training programs. Ability to interpret training directives, instructions, and guidance. Ability to establish performance standards, procedures, and work priorities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
