Aircraft Operations Officer with Security Clearance

Duties The primary purpose of this position is to serve as Air Reserve Technician (ART) officer position to serve as 934th Operations Group Commander/ Senior ART and as such, manage the flight operations function on a daily basis. RESPONSIBILITIES: 1. Responsible to the Aircraft Operations Officer/Air Commander (as appropriate) for all matters pertaining to operational readiness and effectiveness of the Unit. 2. Manages the total operations function of the squadron. Directs all operations and maintenance training program for the Squadron. Instructs and/or examines navigators in flying proficiency, plan flight and training missions, evaluates navigators, plans course outlines, critiques navigators. 3. Position directs and monitors operations programs for the training of a Reserve unit including flight operations, unit training, intelligence, communications and tactical planning. 4. Reviews mission of Reserve organizations in terms of specific objectives and related priorities. Formulates plans, standard operating procedures and implementing instructions pertaining to flying, navigation and unit training. 5. Schedules unit training facilities such as instrument and navigation trainers, classrooms and training aids. Develops plans and procedures for administering flying safety programs including aircraft accident investigations, safety investigations and accident prevention surveys. 6. Coordinates plans and programs with appropriate staff activities such as personnel, communications, maintenance, intelligence, medical, and armament to insure adequate facilities for aircraft crews. Observes and evaluates effectiveness of training programs and operation of other activities supervised. 7. Participates m combat training missions and conducts post-mission critiques to evaluate effectiveness and proficiencies of air crews. Directs briefings of combat crews on such phases of mission as formation and tactics, weather, rendezvous points, targets, and expected enemy opposition. SPECIALIZED EXPERIENCE: Three years of progressively responsible experience in a flying component of the US military establishment in assignments that normally would qualify for progression into the position of Wing Operations and Training Officer or its equivalent. This experience must have included assignments wherein the applicant was required to have demonstrated ability to formulate plans and policies pertaining to operation and training of search/rescue, tanker, transport, fighter, specials operations, bomber, or reconnaissance units; operation of flying training schools; or aircraft performance programs. At least one year of specialized experience must have been of a level of difficulty and responsibility comparable to that of the GS-13 in the Federal service. MINIMUM FLYING HOURS: Must have been awarded or qualify for a USAF Senior Pilot or USAF Senior Navig Combat Systems Officer (CSO) or Senior Remotely Piloted Aircraft (RPA) Pilot or Manager rating or 12 years of total rated service and hold a valid aviation service a, Minimum of 2,000 Total Military Flight Time and previous instructor qualification i Mission Design Series (MDS). NOTE: You must submit an ATAFR-209 Form or Flying History Report (from the Aviation Resource Management System-ARMS) OR any official document that shows recency (last date actively flown), total flight hours, type of aircraft flown, and instructor qualifications. Undergraduate Pilot Training (UPT) certificate, Individual Data Summary (from the Aviation Resource Management System-ARMS), OR any official document that shows date received aviation service aeronautical order, and AF form 8 or AF form 942 Certificate of Aircrew Qualification OR Equivalent sister service Record of Instructor Evaluation OR any official document that shows Instructor Evaluation. Failure to submit the documents as identified above will result in an ineligible rating. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENTS FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the next lower grade level or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of and skill in the application of rated aviator expertise, as either a pilot or navigator. 2. Knowledge of flying operations, command center communications, intelligence procedures, aeromedical evacuation, and current operations which includes worldwide deployment of aircraft, and the relationships of the various Air Force Reserve entities, other MAJCOMs and Air Force in overall planning and execution of military operations and evaluations. 3. Knowledge of the capabilities, limitations, and techniques for employment of unit-assigned aircraft. 4. Ability to plan, organize, and direct flight operations functions; mentor, motivate, and appraise a staff through subordinate supervisors. 5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 6. Ability to communicate effectively both orally and in writing. 7. Knowledge of safety and security regulations, practices, and procedures. OTHER SIGNIFICANT FACTS: 1. Must be a rated aircrew member qualified for flying status and periodically, as prescribed by Air Force directives, must take and pass standardization/evaluation flight examinations to demonstrate flight proficiency. The incumbent is subject to the normal pressures, deadlines, and other conditions inherent in this position and others found in the aircrew occupation. May be exposed to gravity forces of three to nine depending upon aircraft to which assigned. 4. This is an Air Reserve Technician (ART) Officer position. The incumbent is required to meet and maintain Air Force Reserve requirements. The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA). 5. In order to meet special or essential unscheduled activities, may be required to work an uncommon tour of duty with brief advance notice. 6. The incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty assignments (TDY). 7. This position is designated as a mobility position. The incumbent must be willing to move/transfer to another unit/location on a lateral or promotion basis as directed by HQ AFRC. 8. Position requires incumbent to obtain and maintain a security clearance based on position security access requirements. 9.
