Duties The primary purpose of this position is: To schedule, organize and direct all C-130 flight training operations conducted at Little Rock AFB by the 19 AW (AMC), 314 AW (AETC), 189 AW (ANG), 913 AG (AFRC), and 29 WPS (ACC). This position also provides centralized scheduling support for the 19th Airlift Wing. Functions as the Base/Wing Airlift Training Coordinator/Duty Officer, planning, scheduling and directing training missions for the 19th Airlift Wing and all tenet units during the week of execution (short range). Functions as the training scheduler responsible for planning, scheduling and directing training missions for the 19 AW (AMC), 189 AW (ANG), 913 AG (AFRC), and 29 WPS (ACC) during the week prior to execution (medium range). Administrator for all activities utilizing C-130 aircraft training assets. Develops portions of the Wing Training Plan, which defines local policy and regulations covering the planning and execution of airlift missions, Off-Station Trainers (OST) and Joint Airborne/Air Transportability Training (JA/ATT). Position routinely requires incumbent to be on-call to support worldwide operations and short-notice, high-priority missions. Working knowledge of all applicable flight publications, DOD/AF/AMC instructions/directives, computer office systems, World Wide Web applications, flight-planning documents/systems, etc. is highly desirable. Must be able to obtain and maintain a Critical Sensitive/Top Secret clearance. Current or recent rated or non-rated aviation operations experience is required. TDY (Temporary Duty) may be required. TDY may require the use of regularly scheduled military or commercial transportation. Incumbent may be required to be on standby after normal duty hours and work varying hours or rotating shifts. Qualifications This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Administrative and Management Positions, Transportation Operations Series, 2150. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. For positions other than Marine Transportation, experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. My experience includes: scheduling, organizing and directing C-130 (Cargo) flight training operations; Ensuring and maintaining aircrew combat readiness by executing the daily, weekly, and monthly flying training schedules; Coordinating training requirements and flight schedules for maintenance, aerial delivery, auxiliary airfield controllers; Schedule and deconflict all air traffic transiting multiple transition military and civilian airfields for airland operations on primary/assault runways and airdrop operations utilizing drop zones (DZ) and assault landing zones (LZ); Knowledge of the enroute mobility system, locations, capabilities and unique limitations; Knowledge of air transportation directives, plans, regulations, techniques, systems, and processes; Ability to analyze, develop, and prioritize mission requirements in real-time work environments. NOTE: Creditable experience may include previous military experience, experience gained the private sector or experience gained in another government agency. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related LL.M.,; education must have major field of study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Air Mobility Command operations, policies, restrictions, limitations, practices, and procedures. 2. Knowledge of the enroute mobility system, locations, capabilities and unique limitations. 3. Knowledge of aircrew flying limitations and crew rest requirements. 4. Knowledge of aircraft systems, performance capabilities, and limitations. 5. Knowledge of air transportation directives, plans, regulations, techniques, systems, and processes. 6. Knowledge of Air Mobility Command JA/ATT program, goals, procedures, and capabilities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
