Position and Salary The Attorney General's Office is recruiting for a permanent full time AGO Senior Investigator/Analyst in the Medicaid Fraud Control Division. This position is located in Olympia, Washington, and is represented by the Washington Federation of State Employees (WFSE). AGO Senior Investigator/Analyst Range 66: $76,188 - $102,540 The base pay offered will take into account internal equity and may vary depending on the preferred candidate's job-related knowledge, skills, and experience. The following stipends may apply based on position requirements: Incumbents assigned to our Seattle office location receive an additional 5% King County Location Pay stipend. Incumbents assigned to a position designated as requiring dual language skills will receive a 5% Dual Language Requirement Pay stipend. Division Information The work of the Office's Medicaid Fraud Control Division (MFCD) focuses on both criminal and civil law enforcement. The 75% federally funded MFCD's mission is combating provider fraud, abuse and neglect in residential facilities and involving Medicaid recipients in non-institutional settings. MFCD's Headquarters is located in Olympia, Washington with some team members also located at the AGO's Spokane Office and Seattle Office. The Division currently has a staff of 66 FTEs, including attorneys, auditors, special agents, data analysts, clinical health investigators and professional support staff. MFCD involves protecting not only the Medicaid program of roughly 22.9 billion dollars per annum, but also its most vulnerable persons, typically elderly persons in residential facilities or persons abused or neglected by a Medicaid Provider. In many of our cases, there is no precedent so MFCD is consistently on the cutting edge of legal theories and issues. The cases range from abuse and neglect of persons in nursing homes, large scale organized individual and corporate civil and criminal fraudulent activity to national whistleblower actions. Our staff is a highly professional, fun and seasoned analytical investigative team. MFCD is unique in that all cases have an attorney, special agent, data analyst assigned with legal support. This, and the great people who make up the division, gives MFCD a particularly terrific team atmosphere. What does a Senior Special Agent Digital Forensics do? Digital Forensics (DF) / Investigation: This is an expert level position that is responsible for planning, coordinating and conducting the digital forensics portion of primarily highly complex civil and criminal investigations of healthcare providers who may be committing Medicaid Fraud or engaged in criminal mistreatment and or abuse and neglect of Vulnerable Adults. Conduct investigations involving Medicaid fraud or abuse and neglect which are of a serious or sensitive nature which are assigned at the highest levels within the AGO. This includes working with MFCD staff; drafting affidavits for search warrants and certifications of probable cause; collecting, preserving and handling evidence in accordance with established rules of evidence and statutory requirements; conducting surveillance to obtain evidence; preparing written statements, pleadings and associated investigative documents; approved undercover operations; office procedure established case file management and up to date documentation of investigative activity; investigation of social media and other electronic footprints; fully use all available databases; review of information obtained from various law enforcement and other state and federal agencies; maintain reports, spreadsheets, correspondence and other pertinent documentation in electronic format. Participate in the digital forensics portion of multi-jurisdictional investigations in Medicaid Fraud and Abuse and Neglect of Vulnerable Adults cases (pursuant to the mission of MFC), by bringing together the partner agencies and developing digital forensics case investigation plans. Provide assistance to federal, local and Washington State law enforcement agencies as required in facility cases involving Medicaid money. Develop and provide guidance, as a subject matter expert, to partner agencies; assist those agencies in the furtherance and successful outcome of the digital forensics portion of ongoing investigations. Coordinate the digital forensics aspect of criminal investigations with local law enforcement, prosecutors and Assistant Attorneys General to support criminal prosecutions or civil actions pursued against violators. This position will assist Assistant Attorneys General in litigation as requested, to include but not limited to: participating in witness interviews and providing follow up investigation and testimony. Works closely with Special Agents, AAG's and Financial Analysts in digital forensics examinations both in a lab and on-site during service of court-ordered searches of locations in question. This includes traveling throughout the state to assist Special Agents in identifying, preserving, imaging, extracting, analyzing and documenting electronically stored information obtained from digital items and Internet Service Providers pursuant to authorized legal process as they relate to MFC investigations. This includes but is not limited to: the removal and installation of hard drives, imaging hard drives from standalone and network computers, imaging files from computer systems, identification, extraction and analysis of smartphone and feature mobile devices, to include a wide variety of digital devices, Digital forensics examination of electronic data to discover, document, collect, and preserve computer-based evidence for the prosecution and defense. Serves as a search warrant Digital Forensics Examiner, works to recover hidden, encrypted, or deleted information related to the case, safeguards the integrity of data by following a chain of custody that ensures its admissibility in court, deals with and understands complex cloud based services in the performance of their functions and develops strategies for cloud access.
