1st Choice is seeking an experienced Acquisition Support Specialist to provide services in the delivery of a mission-critical Federal program for the Food and Drug Administration. The contract will provide the following services: Task Management; Strategic Communications Management and Continuous Improvement; Business Process Improvement and Special Projects in Technical Management; Program and Project Management Support; Resources Management Support and Continuous Process Improvement; and Project Management Support.

Duties and Responsibilities
  • Assist with coordinating and managing project tasks and deliverables
  • Perform all pre-award and post-award contracting support functions with direction from PM
  • Works with the PM to establish acquisition milestones
  • Provides best practices, plans, and techniques for effective change management, especially related to procurement and grants
  • Develop positive and professional relationships with internal and external constituents
  • Research, analyze, develop, and coordinate strategy, and policies
  • Work with program staff to translate requirements into an executable acquisition product
  • Work on or lead acquisition efforts throughout their life cycle, including conceptualization, requirements definition, procurement, and post award contract management activities to ensure the expected benefits of each procurement action is realized
  • Assist PMs in understanding acquisition process
  • Implement and track key metrics to analyze performance relative to customer service and other key metrics
Qualifications

Responsible for the full range of acquisition planning and contract management functions required to support a project.
  • Working knowledge of the Federal Acquisition Regulation (FAR) and other supplements as applicable
  • Must be well versed in life cycle and project management methodologies
  • Acquisition package development experienced required
  • Must be able to mitigate risks
  • Strong project coordination/project management experience
  • Demonstrated experience in process improvement/documentation
  • Experience in report generation, data analysis, and tracking
  • Ability to think critically, analyze data, make difficult decisions, and solve complex problems
  • Ability to work in a fast-paced, collaborative environment and respond quickly, creatively, and flexibly

Requirements
  • Degree in Business Administration or related area is a plus
  • 2-3 years of experience working with federal contracts
  • Experience providing pre- and post-award acquisition support, including market analysis, and cost analysis
  • Proficient in Microsoft Office (Word, Excel, PowerPoint, Outlook, SharePoint, etc.) applications
  • Proficient in Adobe Acrobat
  • Excellent written and verbal communication and presentation skills.
  • HUBZone Candidate preferred
  • Background investigation required
  • Experience working in a fast-paced environment with concurrent activities and short turnaround times with internal and external clients
