Position Description Serco has a great opportunity for an Acquisition Specialist who has experience providing support services to the U.S. Navy in Washington DC. The Acquisition Specialist provides support to NAVSEA by coordinating the flag-level approval of required documentation for complex acquisition requirements and developing acquisition plans and requests for proposals (RFP) for US Navy surface ship modernization, availabilities, and contracting projects. You will part of a team that works with SEA21 Acquisition Director and team to determine procurement strategies to effectively meet SEA21 program needs in accordance with cost, schedule, and technical requirements. Serco supports the US Navy as a prime for their Ship Maintenance and Modernization contract which integrates maintenance strategies, modernization plans, training needs, and technical, logistics, and programmatic efforts to best manage the lifecycle of U.S. and partner Navy surface ships and systems from fleet introduction through transfer to disposal. In this role, you will: Develop required documentation in support of the NAVSEA 21 acquisition planning efforts for maintenance, repair, and modernization of non-nuclear surface ships, including US Navy cruisers, destroyers, and amphibious class ships. Develop procurement initiation documentation, including request memoranda, Statements of Work, supply lists, personnel qualifications, justifications, and modifications. Track and monitor the writing, proofreading, coordination, and routing for flag-level approval of acquisition documents, including: acquisition plans (AP), source selection plans (SSP), solicitations and request for proposals (RFP). Develop and maintain an Acquisition binder for each Availability and updates as necessary until Contract Award. Conduct financial trend analysis, life cycle acquisition tracking, including data entry, file maintenance, and data retrieval and reporting functions. Coordinate entry of purchase requests (PR) into the Standard Procurement System (SPS), in support of the solicitations and request for proposals (RFP). Support SEA21 customers in the analysis and improvement of acquisition process policy and procedures. Provide support to upper management in acquisition planning, solicitations for services, contract development and award, due diligence and other business development or alliance development projects. Participate in meetings with SEA21 acquisition team. Prepare documentation, reports, and project plans to describe activities planned and accomplished, status reports, letters, memoranda, messages, and contact reports. Prepare and present formal briefings and staff seminars. Demonstrate superior writing and presentation skills to develop briefings, documents, papers, conceptual, and analytical reports for clients. Demonstrate a high level of attention to detail. Qualifications To be successful in this role, you must have: A secret security clearance is required. Bachelor's degree in related discipline plus 5 to 7 years of directly related experience in a government administrative or contracting environment. Education and work experience may be adjusted for highly specialized knowledge or uniquely applicable experience. Must have exceptional Microsoft Office skills to include Word, Excel, and PowerPoint. Additional desired experience and skills: Strong knowledge of government or another contracting environment. Ability to apply knowledge of the defense acquisition process to support customers in the analysis and improvement of acquisition process policy and procedures.
