Duties As a ACCOUNTING OFFICER - TITLE 5, GS-0510-12, you will provide financial accounting advice, analysis, and assistance regarding the development of accounting policies, systems, and operating procedures. Study accounts, reports, and procedural instructions within the program. Advise management on accounting changes and perform related duties to develop recommendations. Monitor work operations to assure compliance with procedures and published directives. Make formal presentations of completed systems packages. Act as catalyst between office segments and assure smooth continuity of operations. Provide financial advice and expertise during the development of integrated accounting systems. Provide professional accounting assistance and systems design support. Provide resource management functional areas with technical assistance. Serve as a professional accountant administering accounting systems. Receive and distribute of funds throughout the state. Maintain standard general ledger reporting system. Analyze report data and transactions within the system to correct errors, recommend action on unfavorable trends, and prepare financial schedules for briefings. Apply professional accounting principles, analysis, theories, concepts, and practices to unique situations. Employ accounting policies/standards to resolve problems/situations. Implement policies and procedures encompassing different facets of accounting. Study interrelationships of systems encompassing the Army financial arena. Supervise work of the Fiscal Accounting Branch within the Comptroller Division. Provide technical supervision of the work of accounting technicians. Plan subordinates' assignments and distribute workload according to priorities and work complexity. Provide counsel and instruction on work problems and administrative matters. As the Senior Accountant in the division, assist, guide, direct and oversee all professional accounting work of the division. Perform other duties as assigned. Requirements Conditions of Employment CONDITIONS OF EMPLOYMENT: May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. May be subject to furlough actions. Acceptance of a Federal position will terminate Tricare Reserve Select (TRS) eligibility. This position is located on a tobacco free facility. Must obtain and maintain a favorable adjudication of a T3 or equivalent investigation. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Must attended Supervisor Training: failure to complete Supervisor Training within 12 months of appointment will result in reversion to previous position. Financial Management Level 2 Certification: Incumbent of this position is required to comply with all DoD and DoA requirements of this certification program as a condition of employment for this position. Employees must obtain the appropriate certification levels for their positions within 24 months after initial assignment; and, employees must maintain the positions' continuous training and education studies, as identified for each certification level, during the defined 24 month period. NOTE: A retired member of the Armed Forces may not be appointed to a DOD civilian position within 180 days after retirement, without a TAG approved waiver, in accordance with DoDi 1402.01, Employment of Retired Members of the Armed Forces, dated 09 Sep 2007 and National Guard Appointment for Retired Members of the Armed Forces Memo, dated 18 Jan 2019. Qualifications SPECIALIZED EXPERIENCE: Must have at least one (1) year experience at the next lower level in the normal line of progression through federal service (GS-11) or equivalent experience in the private or public sector that demonstrates the experience and knowledge of financial accounting and/or performance accounting experience that includes examinations and assessments of finance program's performance, efficiency, organization, program, activity, or function. In-depth knowledge of accounting principles and procedures, and concepts of the accounting business program requirements. Experience in accounting preparation and planning. Experience preparing report and presentations that involve financial findings or discovered conditions with cause and effect factors. Experience presenting researched recommendations for actions such as, methods for improving the use of funds and the identification of questionable costs. Accounting or audit experiences and training that demonstrates the ability to lead, train subordinates, follow directions, read, retain, and comply with instructions, regulations, policies and procedures. Accounting experience may include adherence to prescribed policies; effective control over expenditures, liabilities, revenues, and assets; proper accounting for resources and financial transactions; compliance with applicable laws, regulations, and precedent decisions; and compliance of agency accounting systems with generally accepted accounting principles and standards. EXPERIENCE REQUIREMENTS: Resume must have complete dates, work schedule, and/or hours worked per week for both civilian and military employment. (Example: 2 JAN 1980 to 3 MAR 1981; M-F or JAN 1980 to MAR 1981; 40 hrs/wk) Use of year only and unspecified work schedule will result in disqualification. Education Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included - or - was supplemented by 24 semester (36 quarter) hours in accounting. The 24 semester hours (36 quarter hours) may include up to six semester hours (nine quarter hours) of credit in business law. -OR- Combination of Education and Experience: At least four years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include ONE of the following: 1. Twenty-four semester (Thirty-Six quarter) hours in accounting or auditing courses of appropriate type and quality. This can include up to six hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing. For example, completed 15 semester hours however, the school course work does not fully satisfy the 24-semester-hour degree requirement as defined above in paragraph one (subject: Degree), provided that: The applicant successfully worked at the full-performance level in accounting, auditing, or a related field for example, valuation engineering or financial institution examining; A panel of at least two higher level professional accountants or auditors determined that the applicant demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and advancement levels that are normally associated with successful completion of the four-year course of study degree, as described above in Paragraph One; AND, Except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
