Works with Chief Engineer in supervising composite crew to ensure maintenance and repair of outside dredging machinery, main pump, and all related equipment. Breaks tow and directs crew(s) in movement of attendant plant from dredge to a safe and convenient location. Conducts general maintenance of dredge, with exception of engine and boiler rooms, e.g., general repairs to deck equipment, cleaning, chipping, painting, etc. Supervises crew in proper placing and anchoring of attendant plant near or adjacent to dredge. On call 24 hours a day. Help Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Must possess a U.S. Coast Guard License Master of Towing Vessels and USCG Radar Observers endorsement at appointment. Within 24 months of appointment, must upgrade USCG license to Master 1600 Gross Ton Inland or Western Rivers with USCG Radar Observers endorsement or face adverse action. The incumbent must maintain valid USCG licenses appropriate for the geographic operational reach of operation and for vessel size/tonnage. This position meets the criteria for random drug and alcohol testing under the Department of Army Drug-Free Workplace Program as supplemented by USACE ER 690-1-1218. Incumbent is required to sign a DA Form 7412, Condition of Employment for Certain Civilian Positions Identified Safety-Sensitive Under the DOT, Federal Highway Administration Rules on Drug and Alcohol Testing. Must possess a valid State motor vehicle operator's license for the class of vehicle being operated based on site specific, job related requirements, and must maintain this license. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) 1st Mate Pipeline Dredge Class I (DR) without more than normal supervision. Facilitating setup of dredging operations at a new site, setting anchors, assembling/disassembling pipeline, communicating with commercial traffic to give passing instructions and/or critical information, and operation and/or repair on a variety of dredge and/or deck equipment. - Failure to meet this Screen Out Element will result in an ineligible rating. Ability To Do The Work Of The Position Without More Than Normal Supervision Screen Out Planning and Evaluating Stress Tolerance Technical Competence Physical Effort: Light to moderate physical effort is required for continuous standing and operating of various controls. Incumbent must have color and depth perception and be able to see in low visibility conditions in order to navigate a dredge or tenders. On occasion, may be required to lift equipment or items weighing over 40 pounds to complete tasks. Working Conditions: Work is performed in the pilothouse of the dredge or tenders, on deck, and in other locations of the vessel. Spends most of the time on the deck. Occasionally goes outside in all kinds of weather to attend to duties, being exposed to the elements and subject to slipping on wet decks. Danger of drowning is present in case of accident. There is danger from traffic hazards, particularly in foggy weather and at night. Employees are required to follow established safe working procedures. Appropriate personal protective equipment is provided to minimize or reduce hazardous conditions, and its use is mandatory. This position is dual rated to the position of Assistant Master, XH-5784-14 and also to the MASTER, PIPELINE DREDGE, CLASS I. If qualified and possesses appropriate U.S. Coast Guard License/Certification, incumbent may be assigned to perform the duties of the position during the absence of the Assistant Master and the Master, Pipeline Dredge in a dual rated capacity.
